● 年明けの大地震で志賀原発にトラブル発生
新たな年が始まりました。新年のご挨拶をと思っていた矢先に、能登半島で大きな地震が起こりました。
本日2日午後9時半現在の情報で、石川県内で55人の方がお亡くなりになられたと報じられています。慎んで哀悼の意を捧げるとともに、ご家族、近親者のみなさまに心よりお見舞いを申し上げます。
また引き続き大きな地震が起こるかも知れません。また今も寒い中、避難をされている方もおられるでしょう。どうか現地のみなさま。お大事に過ごされて下さい。
今回の地震で、震源近くにある志賀原発と、新潟の柏崎刈羽原発が影響を受け、トラブルが発生しました。大事な点なので、今回はこのうち志賀原発の電源トラブルについて分析します。
とくにハイライトしたいのは、志賀原発が外部電源の一部を失っていること。2号機に接続していた50万ボルトの電源がダウンしています。(2日19時16分現在)
このため1号機に接続していた27万5千ボルトの電源で全体を賄っていますが、不安定な状態に置かれています。

● 変圧器が故障し大量の油が漏れ外部電源の一部を失った
いったい何が起こったのか。北陸電力のプレスリリースに基づいて分析しますが、まずこの原発には3系統の外部電源が接続しています。
志賀中能登線(500kV)、志賀原子力線(275kV)、赤住線(66kV)がそれで、それぞれ2号機、1号機に接続し、赤住線は予備電源として1号機のみに接続しています。
2号機ではこれを受ける主変圧器でトラブルが発生、また1号機でもこれを受ける起動変圧器でトラブルが発生しました。なんと主な2系統の電源のそれぞれでトラブルが発生し、そんな中で志賀原子力線の1号機主変圧器のみで外部電源を受けているのです。
発生したのはどのようなトラブルだったのか。この変圧器の中には絶縁と冷却のために油が封入されているのですが、どうも何らかの理由によりそれが膨張したか、ガスを発生させ、内部圧力が高まったらしい。
このため「放圧板」という圧力を逃がすための装置が動作し、油が外に押し出されたとみられますが、漏れ出した量がかなり多い。2号機で3800リットル、1号機で3500リットル(推定)です。
ではなぜ放圧板が動作したのか。地震の影響だと思われますが、北陸電力はこの肝心な点について「放圧板が動作した原因等は調査中」としています。まだ原因を解明できていないのです。

● 同規模の地震に襲われたらかなり危ない
北陸電力提供の資料を見る限り、主な外部電源は2号機主変圧器、1号機起動変圧器、1号機主変圧器で受け、変圧して内部に供給しています。
その3つの変圧器のうち2つが地震発生時に壊れてしまいました。しかも原因が特定できていません。そうなれば次の地震の時に、今は稼働している1号機主変圧器も壊れてしまう可能性があります。
その際、赤住線は6万6千ボルトしかなく、2号機には接続されてませんから、現状は極めて心もとない状態です。
これに対して北陸電力は「非常用ディーゼルエンジンがあり1週間分の燃料を備蓄している」と語っていますが、そもそも非常用のものを使うのは「非常事態」です。そんな状態を「安全」だなどとは言いません。
さらにそもそも非常用設備は、常用してないので、いざというときに確実に動く保証がありません。事実、福島原発事故の際も1～3号機で格納容器を守るため放射性ガスを放出するベントが行われましたが、スムーズにいかず、2号機はできませんでした。
その点も考えるならば、地震によって変圧器が壊れ、外部電源を受けとりにくくなってしまっていることは、志賀原発の構造的脆弱性そのものだと言えます。

● 原発を止めて廃炉にすべきだ
ただし志賀原発はほぼ2011年3月から稼働していません。私たち民衆の力で稼働を阻んできたわけですが、このことによる安全マージンは大きい。使用済み核燃料の熱量も放射能量も、稼働時に比べてかなり少ないからです。
それでもなお冷却が必要とされるため、いまも電気を使って冷やし続けているわけですから、この先、外部電源が完全に失われてしまうと危険になりますが、もしこれが稼働中の原発だったら熱量と放射能量が格段に高く、現時点ですでに深刻な危機でした。
また稼働時は、原発全体に大きなストレスがかかってますから、トラブル発生がもっと多発した可能性もある。志賀原発が稼働してなくて本当に良かったです。
その点からも、やはり原発は止めて廃炉にすべきなのです。そもそも今回は大きな地震の中でこの事態が起こっています。多くの道路が寸断され、陥没しています。深刻な火災も発生しました。
そんな中で原発が被災したら住民はどうやって逃げたらいいのでしょうか。いやそれどころか、津波から逃れるためにまずは高台に逃げなくてはいけない。原発からのスムーズな避難などできません。
今回はその点も突きつけられました。これらを教訓に「危険な原発を止めてなくせ」との声をさらに高めましょう。

First of all, there are three external power sources connected to this nuclear power plant. The Shiga Nakanoto Line (500kV), Shiga Nuclear Line (275kV), and Akazumi Line (66kV) are connected to Units 2 and 1, respectively, while the Akazumi Line is connected only to Unit 1 as a backup power source.
Unit 2 had trouble with the main transformer that receives this power, and Unit 1 had trouble with the startup transformer that receives this power. Trouble occurred in each of the two main power supply systems, and only the main transformer of Unit 1 of the Shiga Nuclear Line was receiving external power.

If this is taken into consideration, the fact that the transformer was damaged by the earthquake, making it difficult to receive external power, is a structural vulnerability of the Shiga Nuclear Power Plant itself.
The plant should be shut down and decommissioned.
