I got exposed to Fukushima radioactive plume in the morning of March 15 in Tokyo and my son and I had been sick for three month. There have been many sick people in East Japan including the dozens of times increased child thyroid cancer in Fukushima. (See the page bottom for the data)

私は東京で３月１５日の午前中、福島事故の放射能雲により被曝し、息子とともに３か月間体調を崩しました。東日本では事故後1,2年なのにすでに数十倍になっている福島での子供の甲状腺がんを含め、具合の悪い人がすでに多く出ています。

Mr. President, First of all, I would like to express my appreciation as a Japanese

citizen that you stated "as the only nuclear power to have used a nuclear　weapon, the United States has a moral responsibility to act." in 2009.

大統領殿、まず初めに、日本の市民として、貴殿が２００９年に「核兵器を使用した唯一の核保有国として、米国は行動をする道義的責任がある」と言明したことに感謝を述べたいと思います。

In addition, since you took the office, the US ambassador to Japan, Mr.John Roos visited Hiroshima for the first time as the US ambassador. That　was really a welcoming move you initiated for Japanese citizens.

さらに貴殿が大統領になってから、ジョン・ルース駐日大使殿が米国大使としては初めて広島を訪れてくださいました。日本の市民にとって、大変歓迎するイニシアチブをとってくださったと思います。

I am now writing this letter for the purpose of conveying two urgent　requests.

さて、本書簡は、２つの緊急の提言をするために書かせてもらっています。

Prior to your historical speech, you raised a very important issue-public radiation protection policy to EPA when you were a Senator in 2008.

Indeed, reference man standard in radiation protection is totally obsolute, which could endanger the health of the weak, especially pregnant women and children. 

貴殿のおっしゃるとおり、Reference man（標準的成人）という概念は、放射線防護の世界でまったく古い基準であり、弱者、特に妊婦や子供の健康を害する危険のあるものであります。（上記PDFの40ページ目）

It is really a tragic fact that　the Japanese government has not considered health effects of radiation of especially children and pregnant women after Fukushima accident and is promoting ETHOS policy encouraging Fukushima residents to go back to their hometown and stay in highly contaminated areas.    (As for details of other health damages, ETHOS etc, please refer to my letter to the UN http://savekidsjapan.blogspot.jp/2013/01/open-letter-to-un-on-health-hazards.html)

日本の政府が、福島事故後、子供や妊婦の健康を考慮することなく、エートスなるものを推進し、福島の住民が汚染地帯に滞在し続けたり、帰還したりすることを推奨していることは、大変な悲劇的現実です。(健康影響やエートスなどについては、私の国連への手紙を参考ください。http://savekidsjapan.blogspot.jp/2013/01/open-letter-to-un-on-health-hazards.html)

And now, the number of thyroid cancer among Fukushima children is as many as 27, which is more than 50 times higher compared to before the accident.

そしていまや、福島の子供の甲状腺がんは、２７人も発見されてしまいました。これは事故前のデータと比べると、すでに５０倍以上の発生率です。

Mr. President, would you please advise our government to relocate children in contaminated area? Children in contaminated areas are breathing in radioactive particles even at this moment, and some municipalities in contaminated areas are encouraging to use food products from contaminated areas to be provided for school lunch.

大統領殿、どうか日本政府に対し、子供たちや妊婦を汚染地域から移住するようにアドバイスを頂けませんでしょうか？汚染地帯の子供たちは今この瞬間も、放射性微粒子の混ざった空気を吸い、地元の食品の含まれた給食を食べさせられています。

Some municipalities even carry out marathon race for women and children including in the area more than radiation control area (0.6 micro Sv/h)　Under these circumstances, children in Fukushima are reported to say, "Until what age can we live?" "Can we get married in the future?" "I wish I were not born." I cannot withstand such kind of cruel circumstances for any children.

自治体によっては、女性や子供を対象としたマラソン大会を、放射線管理区域以上の汚染が含まれる地域（0.6　micro Sv/h以上）でも強行しています。このような状況下、福島の子供たちは、「何歳まで生きられますか？」「将来、結婚できますか？」「生まれてこなければよかった」などとささやかれていると聞きます。このような残酷な状況に子供たちがいることに、一人の母親として耐えられません。

Another important issue to add, Mr. President.

As you know, Ohi nuclear power plant has been operating since July 2012 though the safety of the plant has not been confirmed yet. (Japanese NRC is still discussing about the safety issue after restarting Ohi, which is absolutely strange.)

大統領殿、もうひとつ大事なお願いがあります。ご存知のように、安全確認が済んでいない大飯原発が２０１２年７月から稼動しています。日本の原子力規制委員会は、大飯原発を再稼動させてから、安全性についていまだに議論を続けているという極めておかしな現象があります。

Ohi and all the other nuclear power platns in Japan are not safe due to geological character of Japan. Even without active fault, earthquake with 4022 gal occured in in Miyagi Iwate Inland Earthquake (2008).  There is no nuclear power plant that can withstand 4022 gals.

大飯もその他の原発も日本では、地理的な特徴のため、どれも安全ではありません。活断層がなくとも、２００８年の宮城岩手内陸地震では４０２２ガルの地震に襲われています。４０２２ガルの地震動に耐えられる原発は存在しません。

Not only the side of Pacific Coast, but there is a historical record of gigantic Tsunami of 40 meter on the Japan Sea coast where Ohi is facing.In 1983 Central Japan Sea earthquake, 14m tsunami was observed, but the sea wall of Ohi is only 8m. (please refer to the

questions16 to 20 at http://savekidsjapan.blogspot.jp/2013/05/open-questions-to-iaea-director-general.html ) .

また太平洋だけでなく、日本海側でも４０ｍの津波があったという記録があります。１９８３年の日本海中部地震でも少なくとも１４ｍの津波が観測されましたが、大飯の防波堤は８ｍです。(私のIAEAへの質問16 から 20 をご参考にしてください。http://savekidsjapan.blogspot.jp/2013/05/open-questions-to-iaea-director-general.html ) .

The beautiful Obama city in Fukui prefecture is in vicinity of Ohi nuclear power plant and you can visualy see Ohi NPP from some part of Obama city.  Obama girls are all living in the neighborhood of Ohi.

ちなみに美しい小浜市は、大飯原発の付近であり、場所によっては大飯原発が見えます。オバマガールズはみな、大飯原発の近所に住んでいるのです！

In case of catastrophic accident, all the major cities including Kyoto, Osaka, Nagoya, and even Tokyo would be devastated. (Please refer to the accident simulation on this webpage. http://iohome.web.fc2.com/osenmap/) In Fukushima, most wind went to the Pacific Ocean side due to westerlier wind for the first 3-4 days after the accident, but if the same thing happened at Ohi, it will truly be a catastrophe for Japan.

過酷事故の際は、大阪、京都、名古屋、東京までも含む大都市が壊滅的な被害を受けると思われます。（こちらのシミュレーションをご覧ください。http://iohome.web.fc2.com/osenmap/）福島では事故後３－４日、風が偏西風に乗って太平洋側に流れました。もし同じことが大飯で起きたら、日本は大災害となります。

Needless to say, China and Korea will be devastated by serious sea and air contamination, and the devastation would be more international this time.

申すまでもなく、中国や韓国も、海の汚染と大気の汚染で大変な影響を受け、このような事故ではさらに国際的なものとなるでしょう。

Since the onset of nuclear power policy, the US has been a big promotor of　the industry. However, considering the unique geological characters and　the current on-going seismic activities, please advise the Japanese　government to halt the operation of nuclear power in Japan and to relocate at least children and pregnant women from contaminated areas.

原子力政策の開始以来、米国は原子力産業の大きなけん引役を果たしてきました。しかし、このような特別な地理的環境、そして現在も起こり続けている地震活動を鑑み、どうか日本政府にすべての原発の停止と、少なくとも子供と妊婦の避難を説得していただきたいと思います。

I sincerely hope you will initiate a move to truly help people in Japan and in the world to mitigate the radiation hazards.

貴殿が、放射能による災害を軽減し、真の意味で人々を助けてくれるためのイニシアチブをとっていただくことを、心よりお願いいたします。

２０１３年６月時点での福島県での１８歳未満での甲状腺検査結果を記します。2005年には日本で１０万人に１人であった未成年の甲状腺がんが、まだ正確な数値はデータを取っている途中なので、確定しませんが、少なくとも数十倍規模で事故１，２年後から増えていることが読み取れます。First of all, let me give you the latest data of thyroid cancer test in Fukushima as of June 2013.  Though we do not know the exact number since the examination is still underway and especially 2nd tests had not been completed with many suspected subjects, we can tell that the incidence rate has already jumped dozens of times compared to the 2005 statistics of 1 thyroid cancer out of 100,000 among Japanese minors.

As of now, 11 thyroid cancer kids in fiscal year of 2011 and 16 in 2012, in total 27 thyroid cancer cases were found.

２０１１年度には、４０７０４人中、１１人の甲状腺がんが発生しています。
（ただし、表３によりますと、２０５人中１６６人しか２次検査を受けていないため、残りの３９人が検査を受けると、１１人より増える可能性があります。）

Already, 11 cases of thyroid cancer were found in the fiscal year of
2011 out of 40704 (however, accouring to the chart 3, only 166 out of
205 children actually took the 2nd examination, there could be more
cancer cases if the remaining 39 go through the 2nd exam.)
２０１２年度では、１３万４７３５人中１６人の甲状腺がんが発生しています。しかし、二次検査を必要としている９３５人中、たった２２５人しか受けていないため、残りの６８０人が二次検査を受ければ、この数はずっと多くなる可能性があります。


 In the fiscal year of 2012, already 16 thyroid cancer cases were found
out of 134735 (however, once again, only 255 out of 935 children went
through the 2nd examination at this stage, so if the remaining 680 go
through the 2nd exam, this number could boost later.

福島原発事故後に出ている甲状腺がんを含めた健康被害と、福島や稼働中の大飯におけるさらなる原発事故の可能性を訴えるため、３歳の息子と欧州に行ってまいりました。IAEAからの独立運動をやっているMichel Fernex博士の素敵なおうちに泊まらせてもらった後（庭に動物がいろいろいて、息子は大喜び！）、オーストリアのIAEA（結局面会は拒否）、UNSCEARと行ってまいりました。

 

In June, I went to Europe with my 3 year old son to appeal for the already emerging health hazards after Fukushima (including increased thyroid cancer) and possible severe accident at Fukushima and Ohi NPPs.  My boy was excited when we stayed at Dr. Fernex house with lots of animals.  In Austria, I visited IAEA (after all, I was rejected to meet anybody from IAEA) and UNSCEAR commnications officer.

 

オーストリア訪問後、欧州のある都市で一息。息子は今年に入ってNYと欧州と３歳にして２回海外経験。おかげで外国人にも物おじせず、ストリートミュージシャンの音楽に合わせてしばらく踊っていました。英語もほんの少ししゃべるよ。海外旅行に年に数百万も行く日本の皆さん、ぜひ、海外にも訴えに行きましょう～

下記にもあります、IAEA事務局長への公開質問状もメールで送り、面会をお願いした際のお返事が以下です。広報部長Gas氏によるお返事です。
I sent the open question to IAEA Director General via e-mail and requested to have a meeting with IAEA and I am attaching the Director of Public Information Mr. Gas’s reply below.

少なくとも、Gas氏のお返事は丁寧な言葉遣いで、きちんとこちらの言いたいことを読んで下さっています。また、Gas氏がUNSCEARのお知らせを教えてくれたおかげで、私はその後、UNSCEARの方にアポイントを取り、直接、日本における窮状、特にすでに現れている健康被害について訴えることができました。（Gasさん、ありがとう。）
At least, Mr. Gas was selecting words in his courtesy and moreover, he actually read what I wanted to say.  In addition,thanks to his information on the update of UNSCEAR, I was able to make an appointment with UNSCEAR person and was able to convey the situation in Japan particulaly focusing on already emerging health hazards. Thank you, Mr. Gas!

同時期に行われていた国連人権理事会のグローバーさんの報告にばかり注目が行き、今後の政策により大きな影響を与えるUNSCEARについては、働きかけている人が皆無なようです。
It seems like almost everybody’s attention went to UN Human Rights Council Mr. Anand Glover and nobody worked on UNSCEAR, which has more impact on future political decision.

放射線による健康被害はたいしたことがないという前報告を出しているUNSCEARにどうぞ皆さんからも訴えてください。（さらに二つの報告、子供への影響および人間と環境への影響の報告が６gつ３１日に、そして本報告は９月に出ます）日本の人がやらねば、誰もやってくれません。今年に入って米国と欧州を訪問してきて、痛烈にそれを感じています。健康被害については、甲状腺がんの増加も含め、グローバー報告にも入っていません。
Please do make appeal to UNSCEAR from you as well particularly on health hazards on radiation.  Unless Japanese people make a move, nobody would help.  As I visited the US and Europe this year visiting major conference or meeting major organizations, I strongly feel this way.  As for health hazards, even Mr. Glover’s report does not mention at all including dozens times increased thyroid cancer…

This are indeed very complex issues that you raise and many of the questions that you pose are of a domestic nature. The Agency, as an intergovernmental organisation would not be appropriate to address them, sometimes simply because they are not in its mandate, which derives from its Member States decisions.

It seems to me that this information will be particularly pertinent to your concerns.
